U.S. citizens interested in the program may apply online, pay a fee, and complete an in-person interview at a designated location. During the interview process, the person will have their photo taken and complete a biometric scan of their irises and fingerprints. Once their documents have been approved, members of the program will be active in the system for five years and will have the ability to access digital kiosks to complete the entry process.
Members of DHS and CBP were present during the official launch of the program in late December 2013. During the opening ceremony, Alan Bersin, assistant secretary of DHS’s Office of International Affairs, became the first U.S. citizen to enroll in the program.
The program is seen as a step toward more collaboration through the U.S-Mexico 21st Century Border Management Initiative. It is expected to enhance relations between the U.S. and Mexico in terms of securing the borders while allowing for more trade and cultural exploration between the countries.
