Beginning last August the state of Sinaloa required
applicants for a driver’s license to submit to an iris scan and the
fingerprinting of all ten fingers.
According to Noroeste the Secretariat of
Administration and Finance hired the company Solutions and Integrated
Programs for the processing of 1.500 million drivers licenses for an
amount of up to 205,320,000 pesos ($16,015,000).
Several residents of the state took the position that
requiring such information was unconstitutional. The Editorial staff at
Noroeste and an attorney, Jesús Estrada Ferreiro, separately filed
amparos to stop these requirements.
The state Supreme Court has ruled in their favor, ending the expensive and intrusive licensing.
